Tamil Nadu Chief Minister M.K. Stalin on Friday, September 15, 2023, launched the Kalaignar Magalir Urimai Thittam in Kancheepuram on the occasion of the birth anniversary of former Chief Minister and Dravida Munnetra Kazhagam (DMK) founder C.N. Annadurai. Under the scheme, ₹1,000 will be given as rights grant every month to 1.06 crore women heads of family in the State

• Tamil Nadu Kalaignar Magalir Urimai Thittam Scheme is the major socio-economic welfare scheme of Tamil Nadu Government.
• It was launched on 15th of September 2023.
• The main objective behind launching this scheme is to empower women financially so that their livelihood and standard of living will improve.
• On 27.03.2023, Chief Minister of Tamil Nadu make an announcement to start “Kalaignar Magalir Urimai Thittam Scheme” by giving a bold statement which is “This Women’s Right Grant Scheme/ Magalir Urimai Thogai Scheme, which will be chronicled in historyas a great step among the programmes implemented for the cause of social justice in Tamil Nadu, will provide One Thousand Rupees per Month approximately One Crore Women Heads of families. This Historic Scheme ‘Kalaignar Magalir Urimai Thittam Scheme’ has been formulated.”
• Kalaignar Magalir Urimai Thittam Scheme is also known by some other names in Tamil Nadu such as :-
  • “Kalaignar Mahalir Urimai Thittam Scheme”.
  • “Kalaignar Magalir Urimai Thogai Thittam Scheme”.
  • “Tamil Nadu Magalir Urimai Thogai Scheme”.
  • “Tamil Nadu Women’s Entitlement Fund”.
  • “Tamil Nadu Women Artists Empowerment Scheme”.
• The name of scheme is based on former Chief Minister of Tamil Nadu Late Sh. M. Karunanidhi, who was famously known as Kalaignar (Artist).
• Women of Tamil Nadu will get monthly financial assistance under Kalaignar Magalir Urimai Thittam Scheme.
• Monthly Financial Assistance of Rs. 1,000/- per Month i.e. 12,000/- per year will be provided to all eligible women beneficiary of Tamil Nadu.
• Women Head of a Family whose Age is 21 Years and Above are eligible for monthly financial assistance under this scheme.
• Registration for Kalaignar Magalir Urimai Thittam is started by Tamil Nadu Government.
• Every Eligible Women Beneficiary can visit their nearest Public Distribution Fair Price Shop/ Ration Shop/ Camp and get them registered under this scheme.
• Volunteers present at the shop will help the women to fill the application form of Kalaignar Magalir Urimai Thittam Scheme.
• Distribution of financial assistance will start from 15th of September 2023 on the occasion of birth anniversary of Perarignar Anna.

• But Many Women did not receive the SMS.
• Their Application of Kalaignar Magalir Urimai Thittam Scheme is Temporarily Rejected.
• But they don’t have to worry about it.
• Women Beneficiary can file an appeal within 30 days of receiving the SMS in the office of Revenue Divisional Officer.

Eligible Women Beneficiaries of Tamil Nadu will the below mentioned monetary assistance under Kalaignar Magalir Urimai Thittam Scheme :-

• Financial Assistance of Rs. 1,000/- per Month.

Eligibility for Tamil Nadu Kalaignar Magalir Urimai Thittam Scheme

The below mentioned eligibility conditions is set by Tamil Nadu Government in order to avail the benefit of Tamil Nadu Kalaignar Magalir Urimai Thittam Scheme

• Women Beneficiary should be a Permanent Resident of Tamil Nadu.
  • Women Beneficiary’s Age should be Above 21 Years.Annual Family Income of Women Beneficiary should not be more than Rs. 2,50,000/- per year.Land Holding of Women Beneficiary Family should be:-
    • Not More than 5 Acre of Wetland. OR,Not More than 10 Acre of Wetland.
  • The Annual Electricity Consumption of Women Beneficiary Family should be below 3600 Units.

If Unmarried Single Women, Maidservant and Transgenders are Head of Household then they are also eligible to apply.

1. Households earning below Rs.2.5 lakh per annum
2. Households consume less than 3600 units of electricity for domestic use per year.
3. Households hold less than five acres of Nansey land or less than ten acres of Bunsey land.
4. There is no need to obtain income proof or land documents separately for financial qualifications and attach it to the application

Ineligibility for Tamil Nadu Kalaignar Magalir Urimai Thittam Scheme

Following are the Ineligibility Conditions of Tamil Nadu Kalaignar Magalir Urimai Thittam Scheme:-

• If Annual Family Income of Women’s Family is more than Rs. 2,50,000/- per Year.
• Any Family Member is an Income Tax Payee.
• Employees/Pensioners of any of the below mentioned organization :-
• Central Government.
• State Government.

• The following documents are required to avail the benefit of Rs. 1,000/- per month under Tamil Nadu Kalaignar Magalir Urimai Thittam Scheme: –
  • Domicile or Residence Proof of Tamil Nadu.
  • Passport Size Photograph.
  • Ration Card.
  • Aadhar Card.
  • Income Certificate.
  • Electricity Bill.
  • Mobile Number.
  • Bank Account Details.

How to Apply for Tamil Nadu Kalaignar Magalir Urimai Thittam Scheme

• Eligible Beneficiaries can Register themselves under Kalaignar Magalir Urimai Thittam Scheme by visiting their area’s nearest Fair Price Shop/ Ration Shop.
• Initially, the Registration of Women Beneficiary will be done at the Ration Shop/ Fair Price Shop through Application Registration Forms.
• Volunteers present at shops will help the women beneficiary to fill out the Registration Form of Kalaignar Magalir Urimai Thittam Scheme.
• After filling it correctly, the Application Form of Kalaignar Magalir Urimai Thittam Scheme will be submitted to officials present at Ration Shops.
• Received Application Forms will then be forwarded to the Implementing Department.
• Concerned Officials will scrutinize the Kalaignar Magalir Urimai Thittam Scheme Application Form and documents.
• After Verification, the monthly financial assistance of Rs. 1,000/- per month will be transferred to the bank account of the women beneficiary from 15th September onwards.
• The Registration Camps for Kalaignar Magalir Urimai Thittam Scheme Registration will be held from 24-07-2023 to 16-08-2023.

• On 18-09-2023, the Government of Tamil Nadu sent an SMS to those Women Beneficiary Phone Numbers whose application for the Kalaignar Magalir Urimai Thittam Scheme is accepted.
• But many women did not receive the message on their phones because their Application for the Kalaignar Magalir Urimai Thittam Scheme is rejected.
• But they don’t have to worry about it because they have a chance to file an appeal through E-Service Center within 30 Days of Receiving the SMS.
• The Revenue Divisional Officer will entertain all the appeals under Kalaignar Magalir Urimai Thittam Scheme.
